Signing of inspection and quarantine protocol

Meat product exported to China should conform to the Chinese law, relevant administrative regulations, and national food safety standards.

 

Registration of Foreign Enterprises Producing imported foods (Administrative licensing)

1.  References

1)    According to Article No.96 of Food Safety Law of the People's Republic of China, foreign food manufacturing enterprises exporting food products to China should register at the national export and import inspection and quarantine department.

2)    Regulation on the Implementation of the Food Safety Law of the People's Republic of China

3)   Regulation for the Implementation of the Law of the People's Republic of China on Import and Export Commodity Inspection

4)  Provisions on the Administration of Registration of Foreign Enterprises Producing Imported Food (Order of the General Administration of Quality Supervision, Inspection and Quarantine No.145)

 

2.  Application conditions

1)  Relevant veterinary service system, plant protection system and public health management system of the country (region) in which the enterprise is located should be qualified after evaluation.

2)   The animal and plant raw materials used in food exported to China should come from non-infected area. If the products are suspected to have risks of infecting animal and plant diseases, the local administrative authority should provide with relevant document to demonstrate the elimination or controllability of the risks

3)  With the approval and inspection of local administrative authorities, the sanitary condition should meet the requirements of Chinese laws and regulations.

 

3.  Division of responsibility

        1) General customs is responsible for the national inspection, quarantine, and supervision management of import and export meat product.

         2)  The sub- customs is responsible for the inspection, quarantine, and supervision management of import and export meat product in the administrative regions.

Filing of importers (public service)

1.    Reference

According to the relevant regulations from Measures for the Supervision and Administration of the Inspection and Quarantine of Imported and Exported Meat Products, Regulations for Exported Filings and Sales Records Administration of Food products, Announcement of Enabling the Export and Import Filing System of Imported Foods”

 

2.  Application documents

- Application form of recording for meat products

- Business license and personal identification of the legal person (copied document)

- Permission approval documents of registered as importer: registration form of foreign trading operators, or approval certificate

- Customs clearance certificate (including the certificate number) or the certificate of self-inspection unit’s registration (registration form for export and import quarantine, or registration receipt for deliver and receiver of export and import goods )

- Power of Attorney document (to deal with the relevant matters of imported meat products)

- Relevant documents of imported meat product safety management system. (including meat import and sales recording system, product traceability management system, recalling and disposal system for the defected product )

- Organization structure, management system stating responsivities of department related with meat important job description, letter of appointment on food safety officer and job description.

- Questionnaire on import meat quarantine.

- List of upstream overseas suppliers and downstream domestic selling and manufacturing enterprises.

- Letter of quality and safety commitment

3.     Application procedures

1)    Enterprises can upload the relevant documents to the “Imported meat products consignee record” platform (please see the “application documents”) on the Internet+ customs section of the official website of General Customshttp://www.customs.gov.cn/.

2)     Customs from the region in which the enterprises are registered should ensure the competency and accuracy of the document, and submit to the General Custom for approval after verification.

3)   The General Customs will publish on the list of meat product consignee on the information section of the general website after the approval of application.
